I recently ran into a problem where the firewall on my KMS server was not letting activations come through. Also the current count was back to 0. I tried manually activating windows with the command slmgr.vbs -ato. This command returned the error saying the count was insufficient. I knew I had to have 25 workstations in the count before anything would be successful. Below is the command. Run this for a least 25 computers. Replace “computername” with the DNS name of the computer you are trying to activate.
